Things I have experienced, and so will you.
1. Person X uses a weight machine and, being a strong human, loads each side of the machine to the maximum with 20 KG plates. After completing the exercises, walks away from the machine loaded with the maximum amount of weight on the machine for the next person to deal with.
2. Person X moves to the next machine and does the same, but in between sets, decides to have a lengthy conversation with another gym member, knowing that the machine he is using is completed maxed out on weight capacity and therefore unusable for others until finished. Person X even assists another member during sets to spot and strip weight as a personal trainer, all while completing sets. The time occupied on the machine was 25 minutes. Weight racked after completion of the exercise, none.
3. Person Y occupies a machine to engage in a texting conversation with others. Luckily, person Y is not in a rush and is quite comfortable sitting at the machine until the conversation is over. The time occupied on the machine was 25 minutes. Four total sets were completed during this time.
