The building mainly functions as a one-stop administration service for residents of Surabaya. The museum takes up one-third of the first floor, and shows the work of Surabaya City government. It exhibits photos, old documents (mostly old citizens' registration and logbook, e.g. birth certificate u0026 marriage record, citizen ID's), mannequins wearing uniforms of public servants, tools and equipment used in public services, including old hospital equipment (which was a bit eerie) and several vehicles used as public transport in the old days.
It's actually a good idea to have the museum in this busy building. People can stop by while doing their administrative stuff. If this museum were located elsewhere with less traffic of people, it would probably become a quiet and deserted place.
There's a souvenir shop in the corner of 1st floor, next to the museum.
